A utility function used by the GLS fitters.

Computes the matrix products mtcm = M^T N^-1 M and mtcy = M^T N^-1 y given the parameter weights (phiinv), white noise variances (Nvec), full design matrix (M) containing the timing model design matrix and the correlated noise basis, and residuals y (residuals).
